The role

 Own the commercial governance of all PMC-managed packages — Civil, MEP, Cleanroom, Utilities and Production Equipment — by safeguarding budget, validating quantities, certifying payments, controlling variations and providing transparent cost-and-cash visibility to the Client throughout the project lifecycle.

Job Title: Quantity Surveyor (QS) Engineer – PMC

Department: Project Management Consultancy (PMC) Commercial

Key Responsibilities

  • Cost Planning & Reporting: Develop and maintain the project cost plan, cash-flow forecast and contingency register; report variances against budget on a monthly basis.
  • Quantity Verification: Verify Bills of Quantities (BOQ), measure works on site and reconcile contractor claims against the contract and as-built records.
  • Commercial Negotiation: Evaluate variation orders, change requests and claims; negotiate fair commercial settlements aligned with FIDIC or Vietnam Civil-Code contract framework.
  • Payment Certification: Issue interim and final payment certificates with full supporting documentation and audit trail.
  • Procurement Support: Lead procurement support: pre-qualification, tender preparation, bid evaluation, commercial clarification and contract award recommendation.
  • Risk Management: Maintain the risk register from a commercial perspective; quantify exposures and recommend mitigation.
  • Subcontract Close-out: Close out subcontracts: final account, retention release, defects liability tracking and lessons-learned register.
  • Ethical Practices: Champion ethical procurement and anti-bribery practices in line with Humiley and Client compliance policies; maintain auditable trails for every cost decision reconcile model quantities versus drawing take-offs and resolve discrepancies with the Design team.
  • Benchmarking & Sourcing: Benchmark supplier quotations against regional pharma project databases; recommend make-or-buy decisions for cleanroom panels, AHUs, switchgear and process piping.

Who We Are Looking For

  • Bachelor degree in Construction Economics, Civil Engineering, Quantity Surveying or equivalent; Master degree in Construction Cost Management preferred.
  • Minimum 5 years of QS experience on industrial / pharmaceutical / cleanroom projects, with at least one project under FIDIC contract.
  • Familiar with FIDIC Red/Yellow/Silver Books, Vietnam Construction Law 50/2014/QH13 and Decree10/2021/ND-CP cost framework.
  • Strong command of MS Excel (advanced), Power BI, CostX / Cubicost / Bluebeam, Glodon and ERP cost modules (SAP S/4HANA, Oracle).
  • RICS, AIQS, CIOB or Vietnam Class-2 Quantity Surveyor certification is a strong advantage.

Competencies

  • Technical: Pharma-specific cost benchmarks (cleanroom $/m², MEP %, validation cost ratios). Earned-Value Management (PV, EV, AC, CPI, SPI). Contract administration, claims, dispute avoidance.Take-off automation using 2D/BIM models.
  • Behavioral: Integrity and commercial discretion. Numerate, methodical and audit-ready. Negotiation and influencing skills. Clear reporting in EN/VN.
