The Role
Lead the on-site PMC supervision, monitoring and quality assurance of all HVAC and Cleanroom packages for a pharmaceutical manufacturing facility. Safeguard the integrity of the air-handling, environmental control and containment systems so that the plant achieves EU-GMP, WHO-GMP and ISO 14644 compliance from design verification through to qualification hand-over.
Key Responsibilities
- Design Verification: Review and verify HVAC shop drawings, heat-load calculations, duct sizing, pressure-cascade schemes and equipment selection against User Requirement Specifications (URS), Basis of Design(BOD) and EU-GMP Annex 1.
- Site Supervision: Supervise daily installation activities of AHUs, ducting, terminal HEPA boxes, dampers, VAV/CAV units, chilled-water piping and insulation, ensuring workmanship complies with SMACNA, ASHRAE and project specifications.
- Testing & Commissioning: Witness factory and site acceptance tests (FAT/SAT), HEPA filter integrity (DOP/PAO) tests, airflow visualization, room recovery and pressure-cascade tests, and verify documentation prior to release.
- Progress Tracking: Track contractor progress versus the master programme, raise early warning notices on cleanroom finishes, ductwork pressure-test and balancing milestones, and propose mitigation actions.
- Cross-Disciplinary Coordination: Coordinate cross-disciplinary interfaces with Civil, Electrical, Automation, BMS and Cleanroom architectural packages to eliminate clashes via BIM coordination and on-site walk-downs.
- Quality Assurance: Maintain a daily inspection log, Non-Conformance Reports (NCR) and Punch List; drive timely closure with the Contractor and update the Client through weekly PMC reports protocols, witnessing execution and verifying acceptance criteria for ISO 14644 classification (Grade A–D / ISO5–8).
- Value Engineering: Champion HSE, energy efficiency and lifecycle cost on the HVAC package; identify value-engineering opportunities (chiller efficiency, free-cooling, heatrecovery, VFD control) without compromising GMP compliance.
- Performance Analysis: Conduct heat-load verification, psychrometric analysis and energy modeling using IES-VE, HAP or TRACE 3D Plus; reconcile design assumptions with site reality during commissioning.
- Stakeholder Management: Interface daily with the Cleanroom, Process Equipment, Automation/BMS and QA/QC teams; chair the weekly HVAC coordination meeting and report status to the PMC Project Manager
Who We Are Looking For
- Bachelor of Engineering in Mechanical / HVAC / Refrigeration / Thermal Engineering or equivalent; postgraduate in Cleanroom or HVAC Design preferred.
- Minimum 5 years of HVAC site experience, with at least 2 years on EU-GMP / WHO-GMP /PIC/S pharmaceutical or biotech cleanroom projects.
- Demonstrated familiarity with EU-GMP Annex 1 (2022 revision), ISO 14644-1/2/3/4, ASHRAE 170, ISPE Baseline Guide Vol. 3 and PIC/S Annex 1.
- Working knowledge of AutoCAD MEP, Revit MEP, Navisworks, MS Project / Primavera P6 and digital site-management tools (Procore, BIM 360, Aconex).
- Cleanroom or HVAC&R certification (ISPE Certified Pharmaceutical Industry Professional, ASHRAE BEAP, NEBB Cleanroom) is a strong advantage
Competencies
- Technical: Cleanroom design principles, pressure cascade, recovery time, room classification (ISO 14644/ EU-GMP Grade A–D). AHU psychrometrics, double-coil dehumidification, low-RH operation (≤ 25%) and process exhaust with scrubbers. HEPA/ULPA filtration (H13–H14 / U15–U17), DOP/PAO integrity testing, airflow visualization (smoke study). Commissioning, Qualification & Validation lifecycle (DQ, IQ, OQ, PQ) and Good Documentation Practice (ALCOA+). BMS/EMS integration for HVAC monitoring, alarm rationalization and energy KPI dashboards.
- Behavioral: Detail-oriented, evidence-driven and uncompromising on compliance. Strong communication in English and Vietnamese — written and verbal. Collaborative leadership; able to influence contractors and align stakeholders. Calm under deadline pressure; structured problem-solver.
